I think that the resistance to setting up and sticking to a budget is gradually being overcome by more and more families as they realize that te only way to survive and prosper through the recession is to have clearly defined boundaries and systems in place that ensure a harmonious balance.
The points you’ve made are really simple and basic essentials but it amazing just how many folks struggle with them until they realize that they’re not so hard to implement after all and that the end benefits are enormous and generally go on to motivate people to become even more budget focused than they were before.

An interesting post there and the video has a few good points too.

When people are looking at their debts and their own personal finance, they fail to take everything with a grain of salt and take small steps. When they do this, they will find that fixing their overall debt and financial outgoings will fall into place.
